Earlier Report Observations

The volume of Russia's plywood market fluctuated significantly between 2018 and 2024. It peaked at 2.8 million m³ in 2019 before halving to 1.6 million m³ in 2020. After a slight increase in 2021, the market shrank again to 1.2 million m³ in 2022, rebounded to 1.7 million m³ in 2023, and fell to 1.4 million m³ in 2024.

Domestic production remained robust, exceeding 4 million m³ annually from 2018 to 2021, but dropped to around 3.3 million m³ in 2022-2023. High export volumes, which reached nearly 3 million m³ in 2021, reduced the amount of plywood available on the domestic market. Production recovered slightly to 3.5 million m³ in 2024 and was estimated at 3.2 million m³ in 2025.

Exports plywood from Russia

Exports in kind, K m³

The market exhibited volatility during the observed period. Exports reached their lowest point in 2019 at 1,404 thousand cubic meters, with the largest decline recorded that year at 16.5%. In 2020, exports surged by 99.3%, hitting a peak in 2021 with 2,994 thousand cubic meters, which was 7.0% higher than in 2020. The gap between the peak in 2021 and the trough in 2019 was 2.1-fold.

Exported plywood volumes from Russia have increased for the second consecutive year. In 2021, exports totaled 1,923 million US dollars, showing a significant uptick of 67.3% compared to the previous year. Between 2018 and 2021, exports rose by 42.5%, equating to an annualized growth rate of 12.5%. The minimum value was recorded in 2019 at 1,137 million US dollars, with the largest decline that year at 15.7%.

There were noticeable fluctuations in market performance during this period. Imports hit their lowest point in 2019 at 47 thousand cubic meters, with the largest increase recorded in 2020 at 100.1%, reaching a peak of 94 thousand cubic meters that year. In 2021, imported plywood volumes in Russia amounted to 70 thousand cubic meters, equivalent to a dramatic fall of 25.6% compared to the previous year. The gap between the peak in 2020 and the trough in 2019 was 2-fold.

From 2018 to 2021, China accounted for 41.6% of Russia's plywood imports in kind, Belarus for 26.2%, and India for 14.0%. Together, these three countries made up 81.9% of total imports, remaining the main destinations for plywood to Russia.

Plywood imports into Russia have increased for the second consecutive year. In 2021, Russia imported 24 million US dollars worth of plywood, which is 11.3% higher than the previous year. Between 2018 and 2021, imports decreased by 3%, equating to an annualized decline of 1.0%. The minimum value was recorded in 2019 at 18 million US dollars, with the largest decline that year at 27.1%. The largest increase was recorded in 2020 at 19.5%.
