Between 2018 and 2021, the Portuguese market for plastic sacks and bags experienced notable shifts in both volume and value. The market volume grew from 76 253 t in 2018 to 86 841 t in 2019, then declined to 77 794 t in 2020 before a sharp 30% increase to 101 114 t in 2021. In value terms, the market contracted from 184.4 million US dollars in 2018 to 136.7 million in 2020, followed by a modest recovery to 144.1 million in 2021.

Starting in 2021, a series of regulatory measures began to reshape the market. The year saw a ban on the free distribution of checkout bags and the introduction of mandatory charges for single-use plastic bags. These rules were expanded in 2022, prohibiting free ultra-light bags for bread, fruits, and vegetables and requiring reusable or non-plastic alternatives for bulk products. By 2023, all free bags were banned in stores, and 2024 brought further environmental legislation emphasizing circular economy principles and penalties for non-compliance.
