Earlier Report Observations

From 2018 to 2021, the market volume for pig fat in Belarus grew from 32.8 thousand tons to 40.7 thousand tons. This expansion was primarily fueled by a surge in imports, which was stimulated by the anticipation of restrictive measures and new labeling requirements scheduled for 2022. The absence of new customs restrictions in 2018 and the preparatory work for Council of Ministers Decree No. 700 in 2019 encouraged companies to increase shipments before the regulations came into force.

Market volume peaked in 2021, coinciding with the introduction of new labeling rules for pig fat. However, in April 2022, Technical Regulation TR TS 034/2013 came into effect, imposing stricter packaging information requirements. This increased costs for market participants and led to a drop in imports, reducing the market to 35.4 thousand tons in 2022. Concurrently, tighter sanitary rules prohibiting the use of food waste for pig feed raised the cost of fat production.

In 2023, domestic production of pig fat increased to 26.7 thousand tons, supported by a 6.1% rise in national pork output. Nevertheless, the overall market volume declined to 33.2 thousand tons due to continued lower imports. By 2024, the government implemented new price regulation mechanisms and continued producer support programs, while also increasing imports of Russian pork as a raw material for processing.
