The NPK fertilizers market in Poland experienced significant volume fluctuations from 2018 to 2024. The market shrank from 1 752 thousand t in 2018 to 1 462 thousand t in 2019, a period marked by the adoption of the EU Fertilizing Products Regulation (EU) 2019/1009, which established a new harmonized legal framework for fertilizers. Production remained relatively stable through 2021, but a sharp increase in exports, reaching 651 thousand t in 2021, contributed to a declining domestic market volume.

A pronounced downturn occurred in 2022 as market volume fell to 1 009 thousand t, coinciding with the amendment of the Polish Fertilizers and Fertilization Act in September 2022, which updated national production and trade regulations. The following year, market volume contracted further to 785 thousand t. This was influenced by new cost pressures from regulations on control and laboratory testing fees for fertilizers, alongside government nitrate reduction programs and the 'Green Poland' environmental initiative, which altered fertilization demand. Throughout this period, state-owned Grupa Azoty remained the dominant producer shaping supply.

The market rebounded strongly in 2024, with volume rising to 1 109 thousand t. This recovery was driven by a 31% surge in imports and the expansion of domestic production capacity, notably from Polifoska S.A., which launched a new ammonia line and a plant for spring NPK fertilizers. Legislative measures, including the extension of the preferential 8% VAT rate for fertilizers until 2025 and new rules easing construction for industrial storage, provided additional support to market activity.
