The not defatted cocoa paste market in the Netherlands showed variable dynamics between 2018 and 2021. Market volume stood at 475.6 thousand tons in 2018, then declined to 448.6 thousand tons in 2019 and 436.1 thousand tons in 2020, before rebounding to 487.8 thousand tons in 2021.

A sustained contraction followed from 2022, with the market falling to 440.6 thousand tons that year and further to 389.1 thousand tons in 2023. This downturn was driven by high global cocoa prices, which boosted export values but pressured domestic consumption volumes. The decline deepened in 2023 due to a reported worldwide cocoa shortage, which tightened supply and kept prices elevated, prompting consumers and manufacturers to adapt their purchasing and production strategies.

In 2024, the European Union's Deforestation Regulation (EUDR) took effect, introducing stricter sustainability and traceability rules for cocoa imports. Subsequently, in 2025, the value of Dutch cocoa and cocoa preparations exports increased by over 8%, supported by continued high price levels.

The Netherlands saw its production of not defatted cocoa paste grow for the second year in a row. In 2021, the country produced 604.0 thousand tonnes, marking a 23.0% increase from 2020. Over the 2018-2021 period, production rose by 20%, with an average annual growth rate of 6.3%. The lowest production level was in 2019 at 469.8 thousand tonnes, which also saw the largest decline of 6.7%.

The Netherlands experienced a second consecutive year of growth in the value of not defatted cocoa paste production. In 2021, output was valued at 2 110 million US dollars, up 18.8% from 2020. From 2018 to 2021, production value increased by 20.5%, with a compound annual growth rate of 6.4%. The lowest value was recorded in 2019 at 1 615 million US dollars, when the largest decline of 7.8% occurred.

Exports not defatted cocoa paste from the Netherlands

From 2018 to 2021, Germany, Belgium, and France were the top buyers of not defatted cocoa paste from the Netherlands, accounting for 19.1%, 18.6%, and 16.8% of exports in kind, respectively. Together, these three countries made up 54.5% of total exports.

In 2021, exports were valued at 852.3 million US dollars, reflecting a sharp 28.2% rise year-over-year.
