Production of non-refractory mortars and concretes in Greece reached 10 523 thousand tons in 2018, then declined to 9 787 thousand tons in 2019. Growth resumed in 2020, rising to 10 776 thousand tons, and accelerated in 2021 to 11 949 thousand tons. This recovery was driven by the implementation of the Concrete Technology Regulation 2016 (ΚΤΣ-2016), which established production standards, and the development of innovative repair mortars with modified polymers and high performance according to European norms EN 1504.

In the following years, the market continued to evolve under several key influences. Companies such as FINOMIX invested in expanding production capacity to meet rising demand. Simultaneously, legislative updates, including amendments to ΚΤΣ-2016 and new urban planning rules, adjusted product requirements. Price increases for construction materials due to higher energy and raw material costs also affected production and consumption expenses.

Between 2017 and 2020, Cyprus, Bulgaria, and Romania were the top contributors to Greece's exports of non-refractory mortars and concretes in volume terms. Cyprus accounted for 24.0% of exports, Bulgaria for 19.7%, and Romania for 18.8%. Together, these three countries represented 62.5% of total export flows.
