Strengthened environmental legislation and increased investment in biofuel infrastructure under national energy policies reinforced the downward trend. Consumer preferences continued to shift toward cleaner fuels, supported by expanding small hydropower projects and distributed renewable energy initiatives, leading to a consistent contraction of the wood fuel market through 2023.
