The market operated under a liberalized pricing framework for wood fuel established since the 1990s, with the supply chain organized by state-accredited producers and wholesale traders. Concurrently, national policies like the Regional Program for the Traditional Energy Sector (RPTES) aimed to improve sustainable forest management and promote efficient wood use. However, forest degradation due to overexploitation remained a concern, leading to pilot projects for improved cookstoves to reduce consumption and environmental impact.

In the later years, particularly 2022, challenging economic and security conditions, exacerbated by the Russia-Ukraine crisis, affected biomass production and distribution.
