From 2018 to 2020, Rwanda's non-coniferous sawnwood market volume saw moderate fluctuations around 85 000–87 000 m³. The market began at 86 834 m³ in 2018, supported by imports of hardwood from the Democratic Republic of Congo for high-end furniture manufacturing. The launch of the fourth Strategic Plan for Agricultural Transformation (PSTA 4) that year also set a framework for natural resource management. Volume dipped slightly to 86 131 m³ in 2019 and further to 85 074 m³ in 2020, primarily due to a sharp contraction in imports.

Market volume stabilized at 85 173 m³ in 2021. A notable export shipment in 2022 temporarily reduced domestic availability, pulling volume down to 83 552 m³. A recovery followed in 2023, with volume rising to 86 044 m³. This growth aligned with government strategies for industrial transformation and a booming mining sector, which increased demand for sawnwood in construction and infrastructure projects.

In 2024, while full market volume data is not yet available, imports surged to 3 030 m³. This coincided with several sector developments: the enactment of a new mining law, the establishment of a technical committee for furniture and timber standards to promote the 'Made in Rwanda' policy, and the country's first wood sector forum aiming for sustainable growth and innovation. Continued reliance on Congolese hardwood and broad industrial expansion underpinned market activity.
