Earlier Report Observations

Between 2018 and 2020, the German natural sands market showed variable volume, peaking at 76.5 million metric tons in 2020. The market was initially supported by strong demand from the construction sector, a major consumer where high cement usage reflected substantial sand needs. However, sand extraction faced inherent constraints, as strict environmental regulations permitted mining on only about one-third of deposits, with the remainder located in protected areas or under developed land, creating persistent land-use conflicts.

From 2021 through 2024, market volume entered a pronounced and sustained decline, falling to 59.8 million metric tons by 2024. This downturn was driven primarily by intensifying supply-side limitations. Regulatory focus on resource conservation, exemplified by the updated German Sustainability Strategy in 2022, further restricted access to extraction sites. Competition for land between mining, water protection, and nature conservation led to significant production decreases in key regions like North Rhine-Westphalia, where output fell successively each year. Concurrent market consolidation was reflected in a long-term decline in the number of sand and gravel plants. Despite the falling volume, the market value in monetary terms showed resilience, with prices per ton having risen nearly 31% since 2012 due to these supply constraints.

Underlying global demand factors such as urbanization and population growth continued to exert upward pressure, but domestic supply limitations dictated market trends in Germany. The growing relevance of recycling construction materials like concrete rubble began to offer potential substitutes for natural sand, indicating a gradual shift in market structure. Nevertheless, construction remained the dominant consumer, with total demand for construction sand and gravel in Germany reaching around 253 million metric tons in 2022, underscoring that the traded market volume represented only a portion of the broader consumption landscape.
