The Russian milled rice market grew from 486 000 t in 2018 to 580 000 t in 2020, a period marked by continuous expansion of planted area and the adoption of higher-yielding, drought-resistant varieties. This increase in domestic output was supported by a consumer shift toward locally produced rice, part of a broader import substitution trend that reduced reliance on foreign supplies.

Market expansion accelerated significantly between 2021 and 2023, with volume reaching 812 000 t. A primary driver was the government's ban on exports of rough rice, implemented in July 2022 and repeatedly extended, which kept a larger share of production within the country. This policy, coupled with ongoing state support and investment in automated farming technologies, helped production recover and grow despite logistical challenges arising from geopolitical tensions.

In 2024, the market volume corrected to 723 000 t. This contraction was influenced by retail price stabilization at levels that reduced profitability for producers, dampening incentives for expansion. Geopolitical risks continued to affect trade flows. Production showed initial signs of recovery in 2025, reaching 542 000 t, as the sector continued to focus on import substitution and technological modernization.
