The following year, protests by milk producers and blockades of processing plants disrupted supply chains, causing market volume to drop to 2 855 t. By 2022, low milk production continued, while increased exports of dairy products to neighboring countries like Guatemala and El Salvador stimulated further imports, pushing market volume to a peak of 3 582 t.

In 2023, the milk powder market volume fell to 2 395 t, a 33% decrease from the previous year, reflecting a contraction in imports.
