Between 2018 and 2023, the Polynesian market for milk and cream showed considerable volatility, peaking at 21 746 t in 2019 before declining to 17 315 t by 2023. Local production remained modest, between 2 485 t and 2 893 t annually, covering only a fraction of total demand, while imports—which surged to 19 076 t in 2019—were the dominant supply source.

Policy measures sought to strengthen the domestic dairy sector. The 2021–2030 Agriculture Master Plan highlighted local milk production as a lever to cut import dependence and improve nutritional standards. Subsequently, in 2023, authorities placed certain dairy items on the list of essential goods, imposing price and margin controls to alleviate cost-of-living pressures.

Efforts continued into 2024 with regulations on imports of coconut-based products and a pilot dairy‑farm project that won an innovation award, aiming to train local farmers and establish a more resilient production base in a region where milk farming is not traditionally rooted.
