The market volume for not concentrated, not sweetened milk and cream in Latvia decreased from 987 thousand tonnes in 2018 to 957 thousand tonnes in 2020. New dairy processing companies, including SIA 'Nīcas siers', entered the market in 2019, but the onset of the COVID-19 pandemic in 2020 created operational challenges and contributed to the closure of small processors like Dundagas pienotava.

From 2021 to 2022, the market volume continued to decline, reaching a low of 883 thousand tonnes in 2022. This sharp drop was primarily driven by high raw material and energy costs, which increased production expenses and affected pricing. In response, state and EU support programs for school milk distribution raised subsidy rates to help offset these rising costs.

In 2023, the market volume recovered to 925 thousand tonnes, supported by growing consumer demand for fresh milk and cream products. Dairy processors adapted by seeking new export markets and collaborating with larger food producers. For the later years, planned changes in tax regulation and continued investment in production capacity and sustainable technologies are noted factors for the sector.
