The milk and cream market in Fiji began the period with high import dependency, supported by a 32% tariff on imports and duty concessions for Fiji Dairy Limited. In 2019, a slight decrease in demand for processed milk and cream contributed to a market size reduction to 29 561 t. The following year, the COVID-19 pandemic and a clarified exemption for sweetened or flavored milks from the sugar-sweetened beverage tax supported consumption, helping the market recover to 30 198 t.

From 2021 to 2023, the market entered a phase of rapid expansion, with the market volume jumping to 45 394 t in 2021 and peaking at 51 437 t in 2022. Although 2023 saw a slight decline to 50 209 t, the overall period was marked by strong growth in domestic production, which increased from 24 297 t in 2020 to 40 637 t in 2023.

After a two-year decline, Fiji's milk and cream production rebounded. In 2020, Fiji produced 24 297 tonnes of milk and cream, marking a 12.7% increase from the previous year. Over the 2017-2020 period, production decreased by 5.5%, with an annualized growth rate of 1.9%. The lowest production level was recorded in 2019 at 21 555 tonnes, while the largest decline occurred in 2018 with a 14.5% drop.

Fiji's milk and cream exports have grown for the third consecutive year. In 2020, export volume reached 114 tonnes, representing a 30.7% increase compared to the previous year. Between 2017 and 2020, exports surged by 126.7%, translating to an annualized growth rate of 31.4%.

From 2017 to 2020, Vanuatu, Kiribati, and Samoa remained the primary buyers of Fiji's milk and cream, accounting for 20.2%, 16.2%, and 16.0% of exports in kind, respectively. Together, these three markets constituted 52.4% of Fiji's total milk and cream exports by volume.
