The market for mandarins, clementines, tangelos and citrus hybrids in Montenegro experienced considerable fluctuations in volume between 2018 and 2023. Overall market size hovered between 3 700 and 4 200 tons, with the peak occurring in 2019 at 4 194 tons. This variability was primarily driven by changes in import levels, which compensated for a gradual decline in domestic production over the period.

Domestic output fell from 3 645 tons in 2018 to 2 987 tons in 2023, a reduction of nearly 20%. Meanwhile, imports more than doubled from 506 tons to 886 tons in the same span, with a notable surge to 1 131 tons in 2022. As a result, the market's dependence on imported fruit increased, stabilizing total availability despite shrinking local harvests.

Montenegro's production of mandarins, clementines, tangelos, and citrus hybrids has declined for the second year in a row. In 2020, the country produced 3 142 tonnes, which represents a 6.9% decrease compared to 2019. Looking at the period from 2017 to 2020, overall production grew by 14.1%, averaging an annual increase of 4.5%. The highest output was recorded in 2018 at 3 645 tonnes, when production surged by 32.4%. However, the following year saw the largest decline of 7.4%.

The export market for these citrus fruits showed significant volatility during this period. In 2019, exports hit their lowest point at 25.7 tonnes, marking a dramatic 94.0% drop. By 2020, exports rebounded to 92.4 tonnes, which is 259.4% higher than the previous year. The peak occurred in 2018, with exports reaching 17 times the 2019 minimum.

From 2017 to 2020, Serbia was the leading buyer of Montenegrin mandarins, clementines, tangelos, and citrus hybrids, accounting for 61.8% of exports in kind. North Macedonia followed with 3.5%, and Germany with 0.7%. Together, these three markets represented 66.0% of total exports in kind.

Export values also displayed considerable fluctuations. In 2019, exports reached their minimum at 5.3 thousand US dollars, falling by 97.0%. The situation improved in 2020, with exports totaling 37.1 thousand US dollars, a 596.5% increase from the previous year. The peak was in 2018, with values 33 times higher than the 2019 low.

During the 2017–2020 period, Serbia, North Macedonia, and Germany were the top three markets for Montenegrin citrus exports in value terms, collectively making up 72.5% of total export value.

Over the 2017–2020 timeframe, imports grew by 12.2%, with an average annual growth rate of 3.9%. The lowest import volume was in 2018 at 505.6 tonnes, while the highest was in 2019 at 843.6 tonnes, when imports jumped by 66.9%.

From 2017 to 2020, Albania, Turkey, and Italy were the primary sources for Montenegro's imports of these citrus fruits in kind, together accounting for 81.5% of total import volumes.

Imports of mandarins, clementines, tangelos, and citrus hybrids in value terms have increased for the second consecutive year. In 2020, imports amounted to 461.6 thousand US dollars, showing a modest 1.0% rise from 2019. Over the 2017–2020 period, import values grew by 25%, with an average annual increase of 7.7%. The lowest value was recorded in 2018 at 326.5 thousand US dollars, when imports declined by 11.6%. The largest increase occurred in 2019, with a 40.0% jump.

Throughout 2017–2020, Albania, Turkey, and Italy remained the key suppliers for Montenegro's imports in value terms. Albania led with 39.0%, followed by Turkey at 25.1%, and Italy at 13.8%. Combined, these three countries accounted for 78.0% of total import value.
