During this period, major global players invested in regional production capacity; Cargill opened a new wet mill maize starch plant in Indonesia, and Archer Daniels Midland expanded its processing facility, reinforcing a long-term shift toward local manufacturing.

By 2023, the market volume dropped sharply to 548.0 thousand tons, a 19% decrease from the previous year, marking the lowest point in the period and reflecting a continued decline in import volumes alongside fluctuations in domestic output.
