From 2018 to 2022, the maize flour and cereals market in Montenegro contracted steadily, with total volume falling from 9 606 t to 5 999 t. This decline coincided with a drop in domestic production from 1 394 t to 999 t and a near halving of imports from 8 213 t to 4 999 t.

In 2023, the market rebounded to 6 820 t, supported by a recovery in production to 1 402 t and an increase in imports to 5 452 t. Despite this growth, the market size remained significantly below its 2018 level.

Montenegro's production of maize flour and cereals has declined for the second year in a row. In 2020, the country produced 1 328 tonnes, which is 4.3% lower than the previous year. Looking at the period from 2017 to 2020, overall production grew by 32.8%, with an average annual growth rate of 9.9%. The highest production level was recorded in 2018 at 1 394 tonnes, which also saw the largest annual increase of 39.4%.

Montenegro's exports of maize flour and cereals have increased for the second consecutive year. In 2020, the country exported 2 tonnes, which represents a dramatic rise of 1 431.0% compared to 2019. From 2018 to 2020, exports surged by 7 468.2%, translating to an average annual growth rate of 323.0%.

Between 2017 and 2020, the export structure for maize flour and cereals was balanced rather than concentrated. Bosnia and Herzegovina accounted for 26.7% of exports, Norway for 3.8%, and Slovenia for 2.2%. Together, these three countries represented 32.8% of total export flows, while many other countries made up the remaining 67.2%.

In the period from 2017 to 2020, the export structure in value terms was balanced rather than concentrated. Bosnia and Herzegovina contributed 15.9% of export value, Norway 12.1%, and Italy 6.0%. Combined, these three partners represented 34.0% of total export flows, with the remaining 66.0% coming from numerous other countries.

In 2020, the country imported approximately 8 063 tonnes, reflecting a slight decrease of 1.7% from the previous year. Over the period from 2017 to 2020, imports increased by 13.2%, with an average annual growth rate of 4.2%. The peak import volume was recorded in 2018 at 8 213 tonnes, which also saw the largest annual increase of 15.3%.
