After a slight decline in 2020, market volume recovered to 2 858 thousand tons in 2021, supported by a 34.7% increase in production of hydraulic system components as part of import substitution policies. In 2022, EU and Japanese sanctions on special-purpose vehicles, along with further regulatory tightening, led to a drop to 2 671 thousand tons, despite the launch of a new plant for road-building machinery in Ivanovo.
The market grew to 2 737 thousand tons in 2023 thanks to a 32.9% rise in production of hydraulic and pneumatic engines. In 2024, volume fell to 2 653 thousand tons as high upfront investment and maintenance costs hindered the adoption of hydraulic systems in small and medium-sized businesses. Production in 2025 stood at 2 242 thousand tons.
