From 2018 to 2024, the Russian hydraulic market volume showed considerable volatility, starting at 4 528 thousand tons in 2018. The high initial level was linked to a 31% rise in sales of construction machinery with hydraulic systems, which stimulated demand. However, the market contracted to 2 855 thousand tons in 2019, partly due to tighter marking and certification requirements for equipment.

After a slight decline in 2020, market volume recovered to 2 858 thousand tons in 2021, supported by a 34.7% increase in production of hydraulic system components as part of import substitution policies. In 2022, EU and Japanese sanctions on special-purpose vehicles, along with further regulatory tightening, led to a drop to 2 671 thousand tons, despite the launch of a new plant for road-building machinery in Ivanovo.

The market grew to 2 737 thousand tons in 2023 thanks to a 32.9% rise in production of hydraulic and pneumatic engines. In 2024, volume fell to 2 653 thousand tons as high upfront investment and maintenance costs hindered the adoption of hydraulic systems in small and medium-sized businesses. Production in 2025 stood at 2 242 thousand tons.

Russia's hydraulic production rebounded after two consecutive years of decline. In 2021, production reached 2,853 thousand tons, marking a 5.4% increase compared to the previous year. However, looking at the broader period from 2018 to 2021, production actually fell by 36.9%, which translates to an average annual decline of 14.2%. The lowest production level was recorded in 2020 at 2,707 thousand tons, while the steepest year-on-year drop occurred in 2019 with a 36.8% decrease.

The import market for hydraulic products showed significant volatility during this period. Imports hit their lowest point in 2020 at 44.0 tons and peaked in 2019 at 206.3 tons, representing a 4.7-fold difference between these two years. In 2021, imports recovered to 52.5 tons, showing a strong 19.2% increase compared to 2020. The most substantial decline occurred in 2020 with a 78.7% drop, while the largest increase was recorded in 2019 with a 156.4% surge.

Between 2018 and 2021, Germany and Portugal dominated Russia's hydraulic imports in volume terms, together accounting for 86.8% of total imports. The remaining share was distributed among various other countries.

The value of hydraulic imports also experienced considerable volatility. Imports reached their highest value in 2019 at $57,091 and their lowest in 2021 at $20,939, creating a 2.7-fold difference between these years. The 2021 figure represented a 5.8% decrease compared to the previous year. The most significant decline occurred in 2020 with a 61.1% drop, while the largest increase was recorded in 2019 with a 128.6% rise.

From 2018 to 2021, Germany and Portugal were the primary sources of hydraulic imports in value terms, collectively representing 80.9% of total import value. Other countries accounted for the remaining share.
