Earlier Report Observations

The Russian fireclay market volume fluctuated significantly between 2018 and 2024, driven by geopolitical sanctions and shifts in industrial demand. Sanctions, which limited imports from 2019 onward, and a surge in domestic demand from the metallurgical and infrastructure sectors in 2021 provided temporary support. However, the market peaked at 3.3 million t in 2019 before entering a prolonged decline.

Supply chains were disrupted by the COVID-19 pandemic in 2020, reducing raw material availability and contributing to a drop in consumption. The sharp tightening of import restrictions in 2022 caused a collapse in fireclay imports, which fell from 1.1 million t to 129 thousand t. Although this spurred domestic production investment, the loss of imported volume led to a substantial market contraction to 2.2 million t that year.

Regulatory changes further shaped the market, with stricter environmental controls on emissions and new product labeling requirements introduced between 2021 and 2024 affecting production costs and output. The competitive landscape began to shift with the entry of a new player, as construction started on a Chinese-owned refractory plant in Lipetsk in 2023. By 2025, domestic production had fallen to 1.3 million t, continuing the downward trend observed since 2021.

Exports fireclay from Russia

After two years of growth, Russia's fireclay export volume declined in 2021. The export volume for that year was 22 thousand tonnes, down 38.0% from 2020. Over the 2018-2021 period, exports increased by 16.5%, with an average annual growth rate of 5.2%. The highest export volume was recorded in 2020 at 36 thousand tonnes, which also saw the largest annual increase of 41.3%.

From 2018 to 2021, the largest buyers of Russian fireclay were Azerbaijan, accounting for 40.0% of exports in kind, Kazakhstan with 23.7%, and Belarus at 10.9%. Together, these three countries represented 74.6% of Russia's total fireclay exports in volume terms.

The fireclay export market showed volatility during the observed period. Exports reached their lowest point in 2018 and peaked in 2020, with a 2.1-fold difference between these years. In 2021, Russia exported fireclay worth 2 066 thousand US dollars, a decrease of 25.0% from the previous year. The lowest import volume was recorded in 2020 at 863 thousand tonnes, which also saw the largest annual decline of 8.7%.
