Earlier Report Observations

At the start of the period, Paraguay's garlic market was characterized by heavy reliance on imports, which covered about 95% of consumption. Domestic production represented only around 5%, with small-scale farmers facing challenges such as low market prices and illegal inflows from Brazil and Argentina, limiting the expansion of planted area. Despite this structural dependency, total market volume grew from 4 427 tons in 2018 to 7 712 tons in 2020, driven primarily by a surge in imports, which peaked at 7 476 tons that year.

Following the 2020 peak, market volume entered a sustained decline, falling to 4 426 tons by 2023. This contraction mirrored a reduction in import volumes, while domestic production remained modest, reaching a high of 279 tons in 2022 before dropping to 179 tons in 2023.

In response to persistent import dependency, the Ministry of Agriculture and Livestock launched a pilot garlic production plan in 2024, backed by state investment of around G. 3 100 million. The initiative aimed to raise the share of local output from 5% to 30% of domestic consumption. The plan was expanded in 2025 with a further G. 3 500 million investment to quadruple the sown area and provide technical and financial support to small producers, targeting greater self-sufficiency and positioning them as potential agro-exporters.
