Earlier Report Observations

From 2018, the Romanian market for furnace burners for solid fuel or gas was influenced by Law no. 188/2018, which set emission limits for medium combustion plants. This regulation created incentives for equipment modernization, including burners, to meet new standards. Burner imports rose from 7 584 thousand US dollars in 2018 to 15 910 thousand in 2020, indicating increased demand, likely linked to the transition period. Exports also grew from 7 288 thousand in 2018 to 14 297 thousand in 2021, showing rising production capabilities.

By 2022, the burner market size reached 22 220 thousand US dollars. That year, the number of operators required to maintain strategic fuel reserves increased to 15 due to EU and US sanctions on Russian oil, supporting demand for combustion systems. However, in 2023 the market size fell by 31% to 15 312 thousand. This decline coincided with increased oil royalties introduced in October 2023, which led to lawsuits from state companies and raised costs for producers. Strategic reserve obligations for 13 operators provided some support but did not prevent the overall contraction.

In 2024, the market size recovered by 29% to 19 828 thousand US dollars. The approximate 20% rise in oil royalties encouraged companies to invest in more efficient equipment, such as modern burners, to reduce operating expenses. At the same time, the expansion of strategic fuel reserve obligations to 15 operators sustained demand for combustion systems. Government intervention, including caps on commercial mark-ups and export restrictions, helped stabilize prices, while geopolitical tensions in the Middle East and global oil market volatility added uncertainty.
