Earlier Report Observations
The Colombian market for fuel wood in chips and particles experienced a steep contraction after 2018, with volume falling from 99 405 t to 51 643 t in 2019 and stabilizing near 52 000 t in 2020.
From 2021, the active implementation of the National Wood Substitution Plan (PNSL) pressured the market further, contributing to a drop to 38 260 t. The plan, promoted by the Mining-Energy Planning Unit (UPME), provided subsidies and promoted cleaner cooking technologies like efficient stoves, gas, and electricity, directly reducing reliance on traditional wood fuel in rural households.
In 2022 and 2023, market volume saw a moderate recovery to 40 358 t and 42 286 t respectively. During this period, the wood substitution policies remained in effect, while new regulatory measures such as front-of-pack food labeling rules and a ban on single-use plastics introduced additional requirements for related packaged products, though these did not directly target raw wood chip volume.
