Earlier Report Observations

From 2018 to 2022, the market volume for fuel wood in chips and particles in Eastern Europe increased from 12.7 million tons to 18.6 million tons. This growth was supported by the expansion of wood fuel production in Russia, including charcoal and fuel pellets, as well as rising demand for wood fuel in Europe evidenced by growing pellet imports. In 2019 and 2020, Russian production of charcoal and pellets continued to rise, contributing to steady market expansion.

A significant market jump of 25% in 2021 to 17.4 million tons coincided with active wood fuel harvesting in Poland under sustainable forestry certification and further production growth in Russia. In 2022, despite EU sanctions that reduced wood fuel exports from the region and decreased activity in Ukraine due to the war, the domestic market grew to 18.6 million tons as less product was shipped abroad. The market volume then eased to 17.9 million tons in 2023, a year that saw the beginning of recovery in Ukraine's timber market and the looming impact of European regulations like the EU Deforestation Regulation on future trade.
