The Russian market for fresh or chilled pork offal expanded from 208.5 thousand tons in 2018 to 246.1 thousand tons in 2020, driven primarily by import restrictions. In 2018, a government ban on imports of edible offal from cattle, pigs, and other animals took effect, which eliminated foreign supply and forced domestic production to meet demand. The following year, authorities officially recognized the offal segment as a growth driver, recording a 102.8% increase, which encouraged processors to broaden their product ranges. In 2020, the introduction of a 25% customs duty on pork imports, combined with pandemic-related logistics constraints, further squeezed imports and stimulated local output.

Growth continued through 2021 and 2022, with market volume reaching 272.3 thousand tons. The government’s quota allocation for meat imports in 2021 limited incoming shipments, while the broader import-substitution policy, reinforced by sanctions in 2022, provided state support for modernizing domestic offal production. Although a zero-duty regime for pork was abolished in 2022, import volumes remained negligible due to the prevailing tariff.

Throughout the period, regulatory modernization also shaped the industry. Mandatory electronic labeling via the “Chestny Znak” system was extended to meat offal in 2021, and new packaging and quality standards such as GOST 32244‑2013 were implemented. These measures aimed to improve traceability and product safety, though their direct impact on total market size was secondary to the import‑replacement policies.
