Although a zero-duty regime for pork was abolished in 2022, import volumes remained negligible due to the prevailing tariff.
Throughout the period, regulatory modernization also shaped the industry. Mandatory electronic labeling via the “Chestny Znak” system was extended to meat offal in 2021, and new packaging and quality standards such as GOST 32244‑2013 were implemented. These measures aimed to improve traceability and product safety, though their direct impact on total market size was secondary to the import‑replacement policies.
