This growth was supported by the establishment of a new regulated segment for cannabis-based medicines following the approval of Law No. 33/2018 in July 2018, which added novel products to the market. Additionally, the introduction of new safety and labeling requirements for drug packaging under Decree-Law No. 26/2018 enhanced consumer confidence and compliance standards.

After peaking in 2020, the market volume contracted to $45.2 million in 2021, partly due to tighter distribution requirements for retail veterinary medicine outlets that affected the entire supply chain for human medicines. In the following years, the market stabilized, reaching $47.2 million in 2023. The removal of the obligation to display prices on packaging under Decree-Law No. 128/2023 allowed manufacturers to adopt more flexible pricing strategies, potentially stimulating demand.

In 2024, the market declined to $42.9 million, coinciding with the strengthened role of the European Medicines Agency in crisis management under EU Regulation 2022/123, which introduced additional coordination requirements for ensuring the availability of alkaloid-containing medicaments.
