From 2018 to 2020, production of flour from roots and tubers in Paraguay remained between 68 000 t and 69 000 t. The rise in 2018 was driven by investments that expanded processing capacity for oilseeds and grains. However, from 2019 onward, severe drought and industry uncertainty began to constrain processing, leading to fluctuations.

Production reached 69 615 t in 2021 but then fell to 69 000 t in 2022 and 67 292 t in 2023. This decline was influenced by persistent drought and competitive challenges, particularly in soybean processing. During these years, market diversification took hold with companies like Codipsa investing in cassava processing for frozen products and flour, while growing demand for organic and specialty flours for gluten-free and vegan diets emerged.

By 2024, the market continued to evolve with increased exports of horticultural products and sustained growth in organic production, supporting demand for flour from roots and tubers. The experimental approval of hemp cultivation also enabled the export of hemp flour derivatives, positioning Paraguay in the Latin American hemp food market.
