Earlier Report Observations
The market for flour and powder of fruits and nuts in the Netherlands expanded steadily from 5 026 tons in 2018 to a peak of 9 411 tons in 2021. This growth was primarily driven by the introduction of the new Flour and Bread Decree (Warenwetbesluit Meel en Brood), which came into effect in July 2020. The decree required clearer labeling of bread containing fruits and nuts, increasing transparency and boosting demand for fruit and nut flours as ingredients in bakery products.
After 2021, the market contracted sharply, falling to 8 201 tons in 2022 and then to 5 046 tons in 2023. This decline coincided with stricter sustainability and environmental requirements for fruit and nut cultivation, including measures like buffer strips and perennial flower strips, which raised production costs and affected raw material availability. New registration and regulatory rules for farmers through the Agriculture and Fisheries Agency also added administrative burdens, further impacting the supply chain.
