The following year, the introduction of new domestic producers and advanced models with expanded capabilities helped lift the market to 1 040 units. However, in 2020, persistent budget shortages combined with economic instability and the indirect effects of the COVID-19 pandemic reduced demand, pulling the market down to 876 units.

Market conditions shifted from 2021 onward. Government procurement under laws 44-FZ and 223-FZ, along with the rollout of multifunctional vehicles and robotic firefighting systems, supported a recovery to 975 units in 2021. A major expansion followed in 2022, when new safety and quality requirements from the Ministry of Emergency Situations (МЧС) spurred additional demand, driving the market to 1 430 units. Legislative adjustments to public-tender rules further contributed to this growth phase.

After the 2022 surge, the market continued to climb, reaching 1 531 units in 2023. The following year brought a correction, with the volume declining to 1 332 units in 2024.

Exports of fire-fighting vehicles from Russia have risen for the second year in a row. In 2021, exports totaled 153.0 units, up 28.6% from the previous year. The lowest export volume was recorded in 2019 at 97.0 units, which also experienced the largest decline of 45.2%. From 2018 to 2021, exports decreased by 13.6%, with a compound annual growth rate of -4.7%.

From 2018 to 2021, Kazakhstan, Azerbaijan, and Turkmenistan remained the top buyers of Russian fire-fighting vehicles in terms of volume. Kazakhstan accounted for 27.9% of exports, Azerbaijan for 20.7%, and Turkmenistan for 13.8%. Together, these three countries represented 62.4% of total exports in kind.
