Earlier Report Observations

The Russian fire-fighting vehicle market displayed notable fluctuations between 2018 and 2020. Budget constraints across federal and local governments limited fleet renewal purchases, holding the market volume to 880 units in 2018. The following year, the introduction of new domestic producers and advanced models with expanded capabilities helped lift the market to 1 040 units. However, in 2020, persistent budget shortages combined with economic instability and the indirect effects of the COVID-19 pandemic reduced demand, pulling the market down to 876 units.

Market conditions shifted from 2021 onward. Government procurement under laws 44-FZ and 223-FZ, along with the rollout of multifunctional vehicles and robotic firefighting systems, supported a recovery to 975 units in 2021. A major expansion followed in 2022, when new safety and quality requirements from the Ministry of Emergency Situations (МЧС) spurred additional demand, driving the market to 1 430 units. Legislative adjustments to public-tender rules further contributed to this growth phase.

After the 2022 surge, the market continued to climb, reaching 1 531 units in 2023. The following year brought a correction, with the volume declining to 1 332 units in 2024.
