The European ethyl alcohol market volume showed considerable movement from 2018 to 2023. Starting at 4 447 million liters in 2018, it grew to 7 208 million liters by 2020, then fell to 5 394 million liters in 2021. A sharp rebound followed in 2022, with the market reaching 7 514 million liters, before declining again to 6 193 million liters in 2023.

The market's expansion in 2022 was primarily driven by the EU-Mercosur trade agreement, which reduced tariffs for Brazilian ethanol and boosted import supply into Europe. Concurrently, U.S. tariff pressures on European spirits curtailed export opportunities, leading to more product remaining within the European market. The subsequent contraction in 2023 coincided with a continued rise in ethanol production in the Middle East, particularly in Turkey, which heightened global competition and contributed to lower import volumes into Europe.

In 2024, the EU implemented stricter physical labeling rules for spirits under Regulation 2025/40, and the EU-Mercosur agreement continued to facilitate market access for Brazilian ethanol with reduced duties, altering the competitive framework.

Europe's ethyl alcohol production has grown for the second year in a row. In 2019, production reached 4,794 million liters, marking a significant 10.5% increase from the previous year. However, in 2018, production hit its lowest point at 4,335 million liters, with a sharp decline of 9.7%. By 2020, production rose to 5,094 million liters, up 6.3% compared to 2019. Overall, from 2017 to 2020, production increased by 6.1%, averaging an annual growth rate of 2.0%.

In 2020, exports fell to 3,391 million liters, a moderate decrease of 6.9% compared to 2019. Over the period from 2017 to 2020, exports increased by 2.2%, with an average annual growth rate of 0.7%.

Europe's ethyl alcohol export value has increased for the second consecutive year. In 2018, exports hit their lowest point at 3,466 million US dollars, down 3.0% from the previous year. By 2020, exports rose to 4,729 million US dollars, a substantial increase of 23.8% compared to 2019. Overall, from 2017 to 2020, exports grew by 32.4%, with a compound annual growth rate of 9.8%.

Between 2017 and 2020, Switzerland, Turkey, and the United States formed the key group of partners for Europe's ethyl alcohol exports in value terms. Switzerland accounted for 1.7% of exports, Turkey for 1.0%, and the United States for 0.6%, together representing 3.4% of total export flows.

Europe's ethyl alcohol imports have increased for the second consecutive year. In 2018, imports reached their lowest point at 3,587 million liters, with a significant decline of 17.9%. In 2019, imports surged to 5,032 million liters, a sharp increase of 40.3%. By 2020, imports rose further to 5,694 million liters, up 13.1% compared to 2019. Over the period from 2017 to 2020, imports grew by 30.4%, with a compound annual growth rate of 9.2%.

From 2017 to 2020, the United States, Pakistan, and Brazil were important suppliers of ethyl alcohol to Europe in volume terms. The United States accounted for 4.4% of imports, Pakistan for 2.8%, and Brazil for 1.8%, but their combined share was only 9.0% of total imports, with the remaining 91.0% spread across many other partners.

During 2017 to 2020, the United States, Pakistan, and Brazil played notable roles as suppliers of ethyl alcohol to Europe in value terms. The United States accounted for 3.2% of imports, Pakistan for 2.7%, and Brazil for 1.6%, but their joint share was only 7.6% of total imports, indicating a diverse supplier base.
