The European ethyl alcohol market volume showed considerable movement from 2018 to 2023. Starting at 4 447 million liters in 2018, it grew to 7 208 million liters by 2020, then fell to 5 394 million liters in 2021. A sharp rebound followed in 2022, with the market reaching 7 514 million liters, before declining again to 6 193 million liters in 2023.

The market's expansion in 2022 was primarily driven by the EU-Mercosur trade agreement, which reduced tariffs for Brazilian ethanol and boosted import supply into Europe. Concurrently, U.S. tariff pressures on European spirits curtailed export opportunities, leading to more product remaining within the European market. The subsequent contraction in 2023 coincided with a continued rise in ethanol production in the Middle East, particularly in Turkey, which heightened global competition and contributed to lower import volumes into Europe.

In 2024, the EU implemented stricter physical labeling rules for spirits under Regulation 2025/40, and the EU-Mercosur agreement continued to facilitate market access for Brazilian ethanol with reduced duties, altering the competitive framework.
