Earlier Report Observations

From 2018 to 2020, the dried egg market in Israel was shaped by the government's centralized planning and production quota system, managed by the Ministry of Agriculture and the Poultry Board. This regime limited domestic output, leading to a production drop to 245.4 tons in 2019. To address the resulting shortages, tariff-free egg imports were permitted, which peaked at 121.0 tons that year, keeping the overall market volume relatively stable at around 366.4 tons. The strict controls prevented new entrants and maintained an oligopolistic structure, contributing to consistently high consumer prices.

Between 2021 and 2023, production gradually recovered, reaching 293.7 tons, as quota allocations were adjusted. However, the total market size fell to 299.0 tons in 2021 after imports plummeted to 25.0 tons due to tight import controls. A decisive shift occurred in 2023 when imports surged to 164.2 tons under government measures to alleviate quota-driven shortages, catapulting the total market volume by 46% to 457.9 tons. Throughout this period, the state continued its centralized planning, with a legislative proposal to extend the system until 2050 facing opposition from the Competition Authority for stifling competition.

In 2024, the Ministry of Agriculture increased the national egg production quota by 6% to bolster food security and opened additional duty-free import quotas, particularly to offset supply disruptions from security-related damage to northern coops. These steps aimed to ensure supply continuity for eggs and derived products like dried eggs, though consumer prices remained elevated due to high global production costs and the concentrated market control exercised by a small number of large producers.
