Earlier Report Observations

Between 2018 and 2021, Uganda's cotton seed production increased from 70 000 t to 85 000 t. This growth was primarily driven by sustained government support, including the supply of free seeds and pesticides to farmers, and the launch of the Cotton Value Chain Project which introduced modern farming techniques in Northern Uganda. Regulatory improvements, such as the 2021 amendment to the Cotton Development Act, provided a more stable framework for the industry.

Production stabilized at 85 000 t in 2022, supported by innovations in seed multiplication and a $2 million technical assistance grant from the African Development Bank aimed at revitalizing the cotton value chain. However, output fell to 80 000 t in 2023, influenced by persistent operational challenges such as delays in seed distribution highlighted by farmer calls for earlier delivery. Consequently, the domestic market volume for cotton seeds reached 83 981 t in 2021 but contracted to 72 488 t in 2023, also affected by a significant rebound in export volumes that year.

On a global scale, Uganda ranked as the 30th largest producer of cotton seeds during the period from 2017 to 2020.

Uganda's cotton seeds production increased for the second consecutive year. In 2020, the country produced 80 000 tonnes of cotton seeds, marking an 8.1% rise compared to the previous year. Over the 2017-2020 period, production grew by 6.7%, with a compound annual growth rate of 2.2%. The lowest production level was recorded in 2018 at 70 000 tonnes, which also saw the largest decline of 6.7%.

The market exhibited significant volatility during these years. Exports reached their lowest point in 2020 and peaked in 2018, with a sevenfold difference between these two years. The data shows irregular changes, indicating a volatile market environment. The minimum value was recorded in 2018, while the maximum occurred in 2019, with a 6.9-fold variation between these years. In 2020, Uganda's cotton seeds exports were valued at 1 304 thousand US dollars, reflecting a sharp decrease of 81.1% compared to 2019. The maximum value was 6 903 thousand US dollars in 2019, which also experienced the largest increase of 588.2%.

During 2017-2020, Tanzania (56.5% of exports in value terms), China (7.4%), and South Sudan (6.5%) continued to be the main buyers of Ugandan cotton seeds, collectively accounting for 70.4% of total export value.
