Early in the period, collaboration to improve data collection on informal cross-border trade and training for agricultural investment budgeting supported the copra value chain, while lax trade policies increased market competition. After 2021, production modestly recovered to 58 450 t in 2022 and stabilized around 58 366 t in 2023, coinciding with the closure of an EU-funded agricultural support project and regional discussions on stricter phytosanitary measures that introduced new regulatory considerations.

In 2024, ECOWAS prioritized enhanced market monitoring through agricultural observatories and sustainable energy policies, which could influence future production costs and logistics for copra.

ECOWAS's copra production has now declined for two consecutive years. In 2020, the region produced 63 192 tonnes of copra, representing a 6.2% decrease compared to the previous year. Looking at the broader period from 2017 to 2020, production fell by 9.4%, with an average annual decline of 3.2%. The highest production level was recorded in 2018 at 71 826 tonnes, which also saw the largest annual increase of 3.0%. The most significant drop occurred in 2019, with a decline of 6.2%.

Exports copra from ECOWAS

Exports in kind, t

The export market for copra from ECOWAS showed considerable volatility during this period. Exports reached their lowest point in 2019 at 47.2 tonnes, then peaked in 2017, creating a 4.5-fold difference between these years. In 2020, exports rebounded sharply to 115.6 tonnes, marking a dramatic 144.8% increase compared to 2019. The largest annual decline was recorded in 2018, when exports fell by 74.5%.

From 2017 to 2020, Pakistan, Canada, and Lithuania were the primary destinations for ECOWAS's copra exports, accounting for 91.4% of total export volume. Pakistan led with 40.0% of exports, followed by Canada at 37.4%, and Lithuania at 14.0%.
