The market for concentrated not sweetened milk and cream in Zimbabwe expanded from 4 931 tons in 2018 to 5 203 tons in 2023, driven primarily by increased domestic production. Deregulation of the dairy sector allowed new companies to enter, boosting competition and output. Support from government and EU projects for smallholder farmers, such as providing inputs and establishing dairy hubs, helped improve milk supplies.
After a dip in 2020 to 4 796 tons, the market recovered steadily. The Zimbabwe Agricultural Growth Programme focused on strengthening milk collection from smallholders, while herd genetics improved through imported heifers and artificial insemination. Import substitution policies, including duty suspensions on powdered milk with decreasing annual quotas, encouraged local processing.
By 2023, favorable weather conditions and continued policy support led to a significant rise in raw milk production, feeding into higher output of concentrated products. Major players like Dairibord Zimbabwe Limited remained central to processing, and consumer trends toward healthier options did not hinder overall market growth.
