The market for concentrated not sweetened milk and cream in Madagascar declined from 962.6 t in 2018 to 841.4 t in 2020, pressured by a sixfold increase in imports of milk powder and concentrate that intensified competition for local producers. During this phase, the public Malagasy Dairy Board began coordinating the dairy sector, and the EU-funded ASA Lait project launched to improve local milk supply and distribution.

A turning point came in 2020 with the imposition of a provisional 32% anti-dumping duty on imported concentrated milk, aimed at protecting domestic manufacturers. Market volume then recovered to 863.5 t in 2021 before contracting sharply to 676.1 t in 2022, a period without reported major regulatory or market events.

In 2023, the enforcement of a permanent 32% additional customs duty on all concentrated milk imports helped revive domestic production, pushing market size up to 766.2 t. Underlying the entire period is the structural constraint of very low milk consumption in Madagascar, which is five times lower than the African average and limits overall demand.
