After declining to 126.5 thousand tons in 2021, the market recovered to 138.9 thousand tons by 2023. Regulatory amendments to the rules for free provision of milk to workers, enacted in 2021 and refined in 2022, expanded the list of allowable products to include concentrated milk and cream, stimulating demand from enterprises. Market consolidation through mergers and acquisitions continued, strengthening large state-owned players like Mozyr Dairy Products and Gluboksky Milk Canning Plant. Tighter quality control and new technical regulations further enhanced product safety and consumer trust, supporting the market's recovery.

Belarus's production of concentrated unsweetened milk and cream grew for the second consecutive year. In 2020, the country produced 164.0 thousand tons, marking a 7.2% increase compared to 2019. Over the period from 2017 to 2020, production rose by 25.6%, which translates to an average annual growth rate of 7.9%. The lowest production level was recorded in 2018 at 129.8 thousand tons. That year also saw the smallest decline of 0.6%. In contrast, 2019 experienced the largest increase of 17.8%.

After two years of decline, Belarus's exports of concentrated unsweetened milk and cream rebounded in 2020. Export volumes reached 12 900 tons, showing a significant 18.9% increase compared to 2019. However, from 2017 to 2020, overall exports fell by 75.9%, averaging an annual decline of 37.8%. The lowest export volume was in 2019 at 10 853 tons, which also saw the sharpest drop of 56.2%.

Between 2017 and 2020, Russia and Kazakhstan were the primary markets for Belarus's exports of concentrated unsweetened milk and cream in volume terms, together accounting for 95.2% of total flows. Other partners made up the remaining share.

Exports amounted to 13 942 thousand US dollars, reflecting a modest 8.1% decrease from the previous year. From 2017 to 2020, export value dropped by 73.7%, with an average annual decline of 35.9%.
