From 2018 to 2021, the concentrated milk and cream market in Eastern Asia expanded, with production rising steadily from 144.2 thousand tons to 172.2 thousand tons. This growth was primarily driven by state policies supporting the dairy industry, such as the '14th Five-Year Plan for Dairy Industry Competitiveness Improvement' and related capacity enhancement projects, which encouraged supply chain development and quality upgrades. Environmental rectification led to the closure of some non-compliant farms, but industry modernization efforts helped offset supply constraints and boost output.

The market contracted in 2020 as the COVID-19 pandemic disrupted operations and dampened demand, reducing market volume to 221.2 thousand tons. Recovery followed in 2021, but from 2022 onward, persistently weak consumer demand for dairy products and a shift in import patterns—with cream and cheese gaining share over bulk milk powder—contributed to a gradual decline in market size, which fell to 233.0 thousand tons by 2023. In 2024, high retail prices and consumer preference for affordable milk continued to limit consumption growth, while dairy companies focused on launching functional and premium products like A2 protein and organic milk to capture niche segments.

Throughout the period, the government implemented stricter quality and safety standards, including updated liquid milk regulations and clearer labeling for reconstituted milk, which aimed to boost fresh milk consumption. The dairy cow inventory recovered to around 10 million heads by 2023, supporting larger-scale farming and higher yields, in line with national goals for industry self-sufficiency and green development.
