Earlier Report Observations

From 2018 to 2022, the Indonesian cocoa-free sugar confectionery market grew consistently, with volume rising from 42 870 tons to 76 141 tons. This expansion was primarily driven by changing consumption habits among young adults aged 18–29, who became the largest consumer group for sweets and chocolates in the country. The COVID-19 pandemic in 2020 further boosted at-home consumption of confectionery products. Rising global cocoa prices also made cocoa-free alternatives more competitive, while government support for cocoa processing and the presence of major international confectionery companies contributed to a favorable industry environment.

In 2023, the market volume declined to 71 087 tons. This shift coincided with the cocoa processing industry's success in enhancing the appeal of cocoa-based products through improved packaging and product design, which attracted consumer interest. Indonesia's transition to a net exporter of chocolate in recent years further strengthened the position of cocoa-containing confectionery, likely drawing demand away from the cocoa-free segment.
