From 2018 to 2020, the cocoa-free sugar confectionery market in Eastern Africa expanded from 118.2 thousand tons to 141.1 thousand tons. This growth was supported by the establishment of large market centers in Ethiopia to stabilize prices and support traders, along with the implementation of the African Continental Free Trade Area (AfCFTA) to enhance market access and competitiveness for quality products. Government initiatives to improve agricultural productivity and market linkages for sugarcane also contributed to a more stable supply chain.

The market volume dropped sharply to 100.1 thousand tons in 2021, primarily due to regulatory enforcement actions in Rwanda that removed adulterated honey products containing added sugar from the market and cracked down on illicit beverage production, which affected the broader sweetener sector. Recovery began in 2022, reaching 106.7 thousand tons, and continued to 119.7 thousand tons in 2023, driven by increased institutional demand from school food supply contracts in Rwanda that included sugar and related products.

From 2017 to 2020, the Democratic Republic of the Congo, South Africa, and Botswana were consistently the main destinations for Eastern Africa's cocoa-free sugar confectionery exports in volume terms. Together, they accounted for 32.3% of total flows, with the Democratic Republic of the Congo leading at 28.0%, followed by South Africa at 3.2% and Botswana at 1.0%.
