Earlier Report Observations

From 2018 to 2022, Norway's coal market volume grew from 497.7 thousand tonnes to 662.1 thousand tonnes. Domestic production, operated exclusively by Store Norske Spitsbergen Kulkompani in Svalbard, varied during this period, falling from 142.5 thousand tonnes in 2018 to 110.4 thousand tonnes in 2022. Imports rose steadily from 355.2 thousand tonnes to 551.7 thousand tonnes, compensating for the volatile local output and driving the overall market expansion.

The coal mining operations in Svalbard continued until their definitive closure in 2025. This marked the end of domestic coal production in Norway, a move accelerated by the global shift towards green energy and sustained low international coal prices, which eroded the economic foundation of the coal industry. Throughout 2023 to 2025, coal imports remained at an elevated level of approximately 482 thousand tonnes annually, indicating that market consumption transitioned to being fully import-dependent.
