Market growth was further supported by shifting consumer preferences, including a rising demand for organic produce highlighted in 2019, which likely bolstered overall consumption of fruits. By 2023, the market volume adjusted to 102.7 thousand tons, characterized by a notable rise in domestic output to 18.4 thousand tons and a sharp decline in imports. This shift was directly driven by specific state projects, most prominently the Ministry of Agriculture's launch of a lemon production and marketing project in Al Khaburah, with an annual capacity of 168 tons, aimed at increasing local supply and reducing import reliance.

Concurrent government efforts, including the 'Made in Oman' campaign to promote local products and enhanced market monitoring to ensure supply stability, encouraged consumer preference for domestic citrus and supported the structural change in the market's supply base during this period.
