The launch of the National Agricultural Development Plan (PND) 2018‑2022 in 2018 established a policy framework to support the poultry sector and promote food security. This initiative encouraged local production and contributed to market growth, with the total volume of chicken meat and offal increasing from 32 592 t in 2018 to 40 103 t in 2019.

In 2020, a reform requiring prior ministerial authorization for poultry imports temporarily reduced import flows, leading to a market contraction to 38 024 t. However, strengthened sanitary and biosafety controls at slaughterhouses in 2021 supported local output, helping the market recover to 40 463 t. The publication of technical and economic guides for local chicken farmers in 2022 further enhanced competitiveness, coinciding with market expansion to 47 870 t.

Market growth continued in 2023, reaching 53 385 t. To bolster domestic producers, the authorities implemented a temporary suspension of frozen poultry import permits from January 2024 and introduced a rule obliging importers to source at least 10 % of their volume locally before obtaining import licenses.

Togo's chicken meat and offal production has grown for the third year in a row. In 2020, the country produced 22 834 tonnes, marking a 6.1% increase from the previous year. Looking at the period from 2017 to 2020, production rose by 23.9%, which translates to an average annual growth rate of 7.4%.

The export market showed significant volatility during these years. Exports hit their lowest point in 2019 at 45 tonnes, then surged to a peak of 134 tonnes in 2020, representing a dramatic 199.8% improvement. This resulted in a threefold difference between the two years. The largest decline occurred in 2018, with a drop of 28.8%.

From 2017 to 2020, the main destinations for Togo's chicken meat and offal exports were Benin, Guinea, and Gabon. Benin accounted for 43.3% of exports, Guinea for 18.3%, and Gabon for 16.7%. Together, these three countries made up 78.3% of total export flows.

The lowest export value was recorded in 2019 at 28 thousand US dollars, while the highest was in 2020 at 135 thousand US dollars, showing a sharp gain of 388.7% year-over-year. This created a peak-to-trough ratio of 4.9 times. The largest decline occurred in 2018, with a decrease of 40.5%.

During 2017–2020, the largest shares of export value came from Benin, Guinea, and Côte d'Ivoire. Benin contributed 40.4% of exports, Guinea 25.0%, and Côte d'Ivoire 15.5%. Combined, these three markets represented 80.9% of total export flows.

Togo imported approximately 15 324 tonnes of chicken meat and offal in 2020, reflecting a robust decline of 17.7% compared to the previous year. The minimum import volume was 13 057 tonnes in 2018, while the maximum reached 18 626 tonnes in 2019, which saw the largest increase of 42.7%.

Spain, Poland, and the Netherlands were the top sources, with Spain accounting for 18.6% of imports, Poland for 14.2%, and the Netherlands for 14.0%.
