The launch of the National Agricultural Development Plan (PND) 2018‑2022 in 2018 established a policy framework to support the poultry sector and promote food security. This initiative encouraged local production and contributed to market growth, with the total volume of chicken meat and offal increasing from 32 592 t in 2018 to 40 103 t in 2019.
In 2020, a reform requiring prior ministerial authorization for poultry imports temporarily reduced import flows, leading to a market contraction to 38 024 t. However, strengthened sanitary and biosafety controls at slaughterhouses in 2021 supported local output, helping the market recover to 40 463 t. The publication of technical and economic guides for local chicken farmers in 2022 further enhanced competitiveness, coinciding with market expansion to 47 870 t.
Market growth continued in 2023, reaching 53 385 t. To bolster domestic producers, the authorities implemented a temporary suspension of frozen poultry import permits from January 2024 and introduced a rule obliging importers to source at least 10 % of their volume locally before obtaining import licenses.
