Cereal germ production in Yemen began at 109.2 thousand tons in 2018, supported by the establishment of the state-owned Public Corporation for Grain Development and Production (PCGDP) and its program to form farmer groups, which aimed to expand cultivated area. Output declined to 101.9 thousand tons in 2019 as reduced irrigation water and climate degradation curtailed grain cultivation. The market stabilized around 101.7 thousand tons in 2020 amid COVID-19 supply chain disruptions and the Central Bank's measures to limit exchange rate speculation, which affected import costs.

A slight recovery to 102.5 thousand tons followed in 2021, aided by regulatory amendments to ease financial transfers for grain transactions and the second phase of PCGDP's producer group initiative. Production then rose notably to 111.0 thousand tons in 2022, supported by the Central Bank's action to reduce exchange rate volatility and the imposition of maximum price ceilings on basic foodstuffs, which helped stabilize the market. However, output fell to 99.3 thousand tons in 2023 as steep increases in fuel and agricultural input prices raised production costs and reduced the area under cultivation.
