Early growth was supported by regional integration efforts for the gas market, including the development of a common pricing model for the Baltic states and Finland, which improved the framework for gas-based heating. The completion of the Balticconnector gas pipeline and compressor stations in 2020 further strengthened gas market capacity and connectivity, providing a more reliable infrastructure for gas boilers. During this phase, the residential real estate market, although growing slowly, continued to generate demand for heating systems.

Market growth accelerated into 2021 and 2022. Increased marketing activity and growing consumer awareness about energy efficiency drove replacement demand for modern boilers. A key driver in 2022 was the enactment of amendments to the General Part of the Environmental Code, raising environmental standards and encouraging the adoption of more efficient heating equipment. This regulatory push, combined with heightened consumer focus on boiler maintenance and efficiency, propelled the market to its peak.

Following the 2022 peak, the market value contracted sharply, falling to $5.3 million by 2024. This decline brought the market size back to a level comparable to the 2018 figure.

After two years of decline, Estonia's exports of central heating boilers rebounded in 2021. The country exported 115.2 t, marking a steep 66.2% year-over-year increase. However, from 2018 to 2021, overall exports fell by 64.8%, equivalent to an annualized decline of 29.4%. The lowest export volume was in 2020 at 69.3 t, which also experienced the largest drop of 54.6%.

From 2018 to 2021, Finland, Sweden, and Latvia were the core destinations for Estonia's central heating boiler exports in volume terms. Finland accounted for 47.9% of exports, Sweden for 15.0%, and Latvia for 12.5%, together making up 75.4% of total export flows.
