Earlier Report Observations

The market volume for cassava starch in the Philippines remained at a high level of around 390 thousand tons in 2018 and 2019. This was supported by industry investments, such as Nestle Philippines' commitment to help establish processing facilities, and the construction of the first cassava starch processing plant in Isabela in 2019, which laid the groundwork for future capacity.

Market volume fell to 340 thousand tons in 2020, as a significant increase in farmgate prices for cassava roots due to lower raw material production made imports less attractive. A further decline to 299 thousand tons followed in 2021, driven by a 14% drop in domestic starch production to 233 thousand tons.

Recovery began in 2022, with the market reaching 310 thousand tons and then 323 thousand tons in 2023. This rebound was underpinned by the entry of a major new player, Korean company Daesang Philippines, which invested PHP 756 million to build a tapioca starch manufacturing facility in Misamis Oriental. The plant started operations in 2023, increasing processing capacity and creating new assured market linkages for local farmers.
