The market volume for fresh or chilled carrots and turnips in Kazakhstan expanded from 610.4 thousand tons in 2018 to 673.2 thousand tons in 2021. This growth was initially supported by the inclusion of carrots and turnips in the state list of socially significant food products in 2018, which introduced price and supply regulation. In 2019, a 27% surge in imports of carrots, turnips, beets, and radishes boosted market supply. The COVID-19 pandemic in 2020 increased demand for ready vegetable products, including carrots, in retail chains, further driving market growth. By 2021, a sharp drop in carrot exports meant more produce remained domestically, contributing to the rise in internal availability.

Market volume then declined to 662.9 thousand tons in 2022 and fell sharply to 564.4 thousand tons in 2023. In 2022, administrative price caps on 19 socially significant goods, including carrots and turnips, helped stabilize retail prices, while carrot stocks exceeding 200 thousand tons covered demand until the new harvest. However, in 2023, a reduction in planted area and yield led to a decrease in domestic production, which was the primary cause of the market contraction. The three-month export ban on fresh carrots introduced at the end of 2023 also affected external trade flows.

In 2024, imports of carrots and related vegetables grew by 27%, indicating renewed reliance on foreign supplies to meet domestic demand. Simultaneously, state regulation intensified with the expansion of the list of socially significant products to 33 items and the mandatory labeling of all fresh vegetables through the "Honest Sign" traceability system from July 1, 2024.
