From 2018 to 2020, municipal regulations in Portugal prohibited shaking carpets out of windows, balconies, or doors onto the street, with fines for non-compliance. This changed consumer maintenance habits and coincided with a decline in market volume from 14.4 million m² in 2019 to 12.6 million m² in 2020, while market value remained stable at around $78 million.

The market rebounded in 2021 and 2022, with volume reaching 17.4 million m² and value rising to $106.6 million by 2022. This growth was driven by increasing consumer demand for sustainable and ecological carpets, such as those made from recycled materials like Econyl®, and by the industry's alignment with European textile labeling regulations under EU Regulation No. 1007/2011.
