Between 2018 and 2020, Italy's market for carbon excluding graphite or diamonds contracted from 280.9 thousand tonnes to 199.1 thousand tonnes. This decline coincided with China's restrictions on graphite exports in 2019, which tightened global supply chains for related carbon materials. During this period, the EU Emissions Trading System (EU ETS) also operated with low carbon permit prices, reducing immediate financial pressure on energy-intensive industries to alter their production processes.

The European Climate Law, which took effect in 2021 and accelerated the annual reduction of emission allowances, was followed by a temporary market recovery to 207.9 thousand tonnes. However, by 2023, the market volume had fallen sharply to 132.3 thousand tonnes. This steep drop aligns with a historic 16.5% reduction in emissions from EU ETS installations that year, driven by a switch from coal to gas and increased renewable energy generation in the power sector.

In 2024, the market rebounded to 182.3 thousand tonnes. This recovery occurred alongside a stabilized EU carbon market and the development of a new Carbon Removals Certification Framework, which encouraged investment in climate projects and provided new avenues for market participation.

The largest decline occurred in 2019, dropping by 6.3%.
