Between 2018 and 2020, the broken rice market in Malaysia experienced moderate fluctuations. Production remained relatively stable, while imports dipped in 2019 due to inflationary pressures on basic goods and adjustments to food subsidy policies. The COVID-19 pandemic in 2020 disrupted import logistics and raised costs, but also spurred the launch of the subsidized Local White Rice (BPT) program, which aimed to stabilize prices and support domestic consumption.

Market volume surged dramatically from 2021 to 2022, reaching over 60 000 tons. This growth was primarily driven by a sharp increase in imports, which more than tripled compared to 2020. Key factors included export restrictions by India, which tightened global supply and raised import prices, and a deepening domestic supply crisis. Malaysia's rice self-sufficiency ratio fell to 62.6%, forcing greater reliance on international markets. The government responded with enhanced subsidized BPT sales and stricter enforcement of the Paddy and Rice Control Act to combat label fraud and repackaging.

In 2023, the market contracted sharply to around 32 500 tons, as imports plummeted by nearly 80%. India's continued export bans kept import prices high, while new regulations prohibiting the mixing of local and imported rice, along with tightened labeling requirements under Act 522, significantly constrained import flows. Looking ahead, imports partially recovered in 2024 following a reduction in global prices and the renewed subsidized BPT scheme, but regulatory efforts to ensure origin labeling and prevent shortages continued to shape trade dynamics.
