Earlier Report Observations
From 2018 to 2020, the market for bovine animal, sheep, and goat fats in Sri Lanka contracted from 1 884 tonnes to 1 147 tonnes, primarily due to a sharp decline in imports. Imports fell from 736 tonnes in 2018 to zero by 2020, coinciding with government programs aimed at achieving self-sufficiency in the dairy sector. These initiatives included importing improved cattle breeds and establishing thousands of dairy farms to boost domestic production.
However, domestic fat production failed to offset the loss of imports. Output remained in the range of 1 100–1 200 tonnes but gradually declined from 1 155 tonnes in 2019 to 1 083 tonnes in 2023. This drop was linked to persistent industry challenges, such as shortages of quality animal feed and limited access to veterinary drugs, which negatively affected animal health and fat yield.
State-owned entities like the National Livestock Development Board played a central role in implementing support programs, including herd genetics improvement. Despite these efforts, structural constraints—especially feed quality issues—prevented production growth, and the market stabilized around 1 100 tonnes after 2020.
